BWSSB rainwater-harvesting penalty calculator

Check whether the BWSSB mandate applies to your Bangalore property — and exactly what it costs to stay non-compliant. Enter your water bill and building size below.

When was the building constructed?

Your property is covered by the BWSSB rainwater-harvesting mandate.

RWH is legally required. Without it, BWSSB can levy the penalties below until you install and self-declare a system.

Monthly surcharge
₹600
Annual surcharge
₹7,200
One-time fine
₹5,000

First-year cost of not complying: ₹12,200 — a one-time RWH system typically costs less and ends the surcharge for good.

Who has to install rainwater harvesting?

The BWSSB / BBMP mandate (2009) makes RWH compulsory for:

  • Any building on a site of 2,400 sq ft and above (existing buildings)
  • Buildings constructed after 2009 on sites of 1,200 sq ft and above

Non-compliance carries a 50% water-bill surcharge plus a one-time fine of ₹5,000. Rules current as of 2026-05-12. View the BWSSB rules.

What the surcharge costs, by water bill

For a covered property that hasn't installed RWH:

Monthly water billMonthly surchargeAnnual surchargeFirst-year cost*
₹500₹250₹3,000₹8,000
₹1,000₹500₹6,000₹11,000
₹2,000₹1,000₹12,000₹17,000
₹5,000₹2,500₹30,000₹35,000

*First-year cost includes the ₹5,000 one-time fine. The surcharge continues every month until you install a system.

End the surcharge — install RWH

A one-time rainwater-harvesting system stops the surcharge for good, cuts your water bill, and secures supply in shortages. See a size-based cost estimate for your roof.
